A massive structure rose from the ground overnight.

When the leaders of the Eagle Nations and Dragon Nations arrived at the Himalayas and devoutly climbed toward the City on the Peak with their entourages, a magnificent building standing amid the freezing wind appeared before them.

The golden-armored giants each of them had seen in their own territories stood in rows on both sides of the road. They did not seem to be welcoming them, but rather enforcing martial law for their god.

The leaders separated from their entourages and entered the building with bewildered expressions.

Their attendants remained outside, waiting beside transport machines as enormous as mountains, which were called carriages.

When the leaders entered the building, they saw a council chamber of overwhelming visual impact. Everything within was solemn and dignified, and of course, cold.

The symbol of the Double-headed Eagle was carved into the walls. The two leaders of the Himalayas stood beside the long table, watching the people entering the council chamber.

No one spoke until Malcador emerged, smiling as he greeted each leader before personally pulling out chairs and inviting them to sit.

The leaders were all curious about one thing: why had those golden-armored giants outside not entered the council chamber? Should they not be responsible for security when so many outsiders had gathered inside?

"Lord of Thunder, Lord of Flame and Lightning." A warlord rose to his feet and bowed with the respectful manner of a monkey imitating a human, addressing Qin Mo and the Emperor. "My name is Morson, but I am not entirely a stranger to one of you."

The Emperor silently nodded.
