When humanity was fragmented, the Emperor emerged to unify Terra and begin a galaxy-wide crusade intended to integrate humanity. Talon Prime's historical curriculum characterizes the Great Crusade as an era of liberation and progress despite its unglorious methods. 332

He prioritized speed and efficiency in conquest, accepting the surrender of enemies who were not irredeemably dangerous and postponing unresolved conflicts until humanity's wider crisis had been addressed.
