The Ninja World is Uchiha Xiu's native world and one of the East Sea Team's accessible destinations. Its resources, bloodlines, techniques, and conflicts become central to his plans after he is selected as a reincarnator. 2 7

Xiu repeatedly returns to obtain local techniques and political leverage, viewing the world's Sharingan, Tailed Beasts, Six Paths artifacts, and ocular powers as resources capable of elevating him beyond ordinary shinobi. 3 9

Konoha succession

Following his return, Xiu becomes involved in the escalating conflict between the Uchiha clan and Konoha's leadership. Uchiha elders and Police Force members prepare to openly defy the village leadership, while Xiu advocates securing peace through strength. 21

Xiu defeats Sarutobi Hiruzen in the Forest of Death, kills Enma with Izanagi and Rasengan, and is recognized by the witnesses as Konoha's Fifth Hokage. 26

As Hokage, he orders pensions for the fallen, medical care for the wounded, body recovery, and political action toward the daimyo. 27 His rule improves village conditions, raises mission rewards, and gives Naruto better treatment and financial support. 28

Ninja World War and unification

War expands when the Lands of Wind and Water launch attacks against the Land of Fire. Konoha enters the conflict, deploying the East Sea Team to the Land of Water while Xiu remains in Shikkotsu Forest. 60

Xiu's objective becomes the unification of the Ninja World and the abolition of the daimyo system, arguing that a village no longer dependent on daimyo funding should not remain subordinate to them. 57

During his campaign against Kirigakure, Xiu uses Wood Release to destroy much of its military resistance. Kisame Hoshigaki surrenders, while Genji accepts a merger between Kirigakure and Konoha. 64

Collapse of the former order
