Government and internal conflict

  • Third Mizukage — decides to declare war on Konoha, but opposition from Kirigakure’s Kekkei Genkai clans delays a full invasion 74.
  • Genji faction — rivals the Mizukage’s faction and opposes an immediate attack on Konoha. Both sides seek support from Kekkei Genkai clans 81 87.
  • Karatachi Yagura — a prominent member of Genji’s faction and a prospective Mizukage successor. He argues that Kirigakure should wait until the other great villages have weakened one another before entering the war 79 81.
  • Bloody Mist policy — intended to reduce the influence of Kirigakure’s numerous Kekkei Genkai clans, but its implementation has alienated them and intensified opposition to the Third Mizukage 75.

Military

  • Eastern vanguard — elite Kirigakure ninja land on the Land of Fire coast to gather intelligence and prepare supplies for a larger campaign. Some attempt to penetrate Konoha’s rear 69 74.
  • Seven Ninja Swordsmen — seven elite jōnin whose unusual swords make them a major concern for Konoha’s eastern defense 81 118.
  • Tailed Beasts — Kirigakure is associated with the Three-Tails and Six-Tails, but Konoha lacks reliable information on whether they are sealed in jinchūriki during the planned operation 112.

History

As the Third Shinobi World War expands, Kirigakure makes repeated moves along the Land of Fire’s coast. The Third Mizukage prepares an invasion, but resistance within his village limits the initial deployment to elite landing parties 34 69 74.

Konoha sends Byakuya’s Shuten-dōji Squad to eliminate these forces. Yagura gives Byakuya the locations of Kirigakure ninja in the Land of Fire, allowing the squad to destroy the vanguard. Yagura later admits to Genji that he used Konoha ninja to kill Mizukage loyalists 79 80 81.

Konoha subsequently approves the Kirigakure Collapse Plan. Byakuya’s objective is to turn the conflict between the Mizukage and Genji factions into a costly internal war, leaving Kirigakure unable to threaten Konoha’s eastern front 108 112. His squad travels to the Land of Water to contact Yagura and Root operative Yakushi Nonō, but an apparent leak in Yagura’s network brings Mizukage-aligned ninja to their meeting point near Shark Village 115 119 120.

Civilian life and security

  • Kirigakure closely guards against infiltration; two Root operatives sent there stop reporting, and Yakushi Nonō describes intelligence gathering in the village as exceptionally difficult 112.
  • Isolationist policies restrict overseas trade, though designated ports admit foreign merchant ships because the village needs imported supplies 119.
  • Kirigakure ninja can seize outsiders for unpaid labor under the pretext of capturing suspicious people. Civilians also fear abuse by ninja who face little consequence for harming them 119 120.
