The Heart of Rending's royal palace had no doors. The only way to enter it was through teleportation. The Beholder Observer controlled all teleportation throughout Shendilavri, and at Malcanthet's request, he monitored every teleportation within Shendilavri.
Simply put, teleportation only happened if he allowed it. He could teleport whomever he wanted, wherever he wanted.
Observer Hall was the hub of all this. At the same time, the Beholder Observer had to keep constant watch over every stir throughout the entire plane. Simply put, the Beholder Observer was used as a surveillance camera.
The Beholder Observer held an extremely special position under Malcanthet. He took no part in any other affairs unless Malcanthet needed him to answer questions. Otherwise, he was so silent it was as though he did not exist.
He was more like a think tank. Other than offering advice, he involved himself in nothing and never participated in battle. In fact, even if all of Shendilavri turned into a sea of fire, he would remain in Observer Hall.
Nor did Malcanthet ever force him. She even showed unimaginable respect toward this Beholder Observer, whose power rivaled that of a lesser deity. In ordinary times, Malcanthet even addressed him as "sir."
To keep this powerful Beholder Observer from feeling lonely, Malcanthet had gone to great lengths to create a batch of Beholders to serve as his attendants. (Those created Beholders were essentially demons and differed greatly from true Beholders. Though they possessed the Beholder's various eye rays, their central eyes lacked an Antimagic Field.)
Thus, emotionally speaking, the Beholder Observer named Clemenceau was quite close to Malcanthet. Whenever he had time, he would discuss all manner of issues with her. In fact, one major reason Malcanthet wanted to shift her alignment was due to this Beholder Observer's advice.
