But as the saying went, there could be no creation without destruction. After Eilistraee had revived by devouring Arcane One, that restriction had disappeared. She was already preaching among lizardmen and White Werewolves—what kind of elven goddess was she supposed to be anymore?
The problem was that there were too few lizardmen and White Werewolves, fewer than a hundred thousand in total, with the White Werewolves numbering only around ten thousand. If Eilistraee wanted to fully ignite her divine fire and raise her throne, she needed enough followers.
So Eilistraee had never intended for Solam to find elves to serve as her believers. For one thing, everyone on the continent knew what elves were like. Their numbers were pitifully low; whether all the elves across the entire continent even added up to a million was unknown. For another, getting Solam to recruit elves through ordinary means was practically an impossible task, while acquiring elves through illegal means was something Eilistraee would find even harder to accept.
Wouldn't that just mean having Solam capture elves? What use would followers like that be? Besides, Eilistraee was, at the very least, once an elven goddess. She still had a natural fondness for elves, and doing that would absolutely cross her bottom line.
