Although Solam had never considered how to govern a territory, much less a nation, he had never intended to add any noble class to his lands. He simply did not need one! Under the joint governance of Emmanuel, the Copperbeard Dwarves, and the Tieflings, Emmanuel had improved year after year and needed no one else to help manage it. The same was even more true of Ocasuan and Mother of Mists Island. Under the governance of seven divine constructs and countless other constructs, those places could perhaps be called the most stable and prosperous Edens in the world.
