Background / History

Konoha was founded by the Senju and Uchiha clans as a village intended to unite clans as equals and end the cycle of war. Tsunade describes its name as representing the Senju's Wood Release heritage and the Uchiha leaf-shaped clan crest. 6

By the time of the Uchiha clan's destruction, the village was governed by Third Hokage Sarutobi Hiruzen alongside advisors Shimura Danzō, Mitokado Homura, and Utatane Koharu. Its founding ideals had deteriorated into an atmosphere of secrecy, factional control, and fear among the major clans. 3 6

Uchiha Clan Extermination

During the Uchiha massacre, distress flares from the Uchiha compound and Police Force headquarters alerted the village, but its clans and civilians largely remained inactive under the Hokage's curfew and authority. 2

Uchiha Setsuna used sound-amplification ninjutsu to broadcast accusations against Konoha's leadership across the village, including allegations concerning the Uchiha massacre, the Senju clan, the Nine-Tails Incident, and Uzumaki Naruto. The surviving Uchiha then destroyed their compound and resources with mass self-detonations. 2

Konoha's leadership subsequently imposed an official account: the Uchiha had attempted a coup, and Itachi had massacred the clan after losing control under the influence of his Mangekyō Sharingan. Itachi was designated an S-rank missing-nin, while discussion of the incident was prohibited as top-secret intelligence. 3 4

Governance and Security

Uchiha Lakes

The destruction of the Uchiha compound and Police Force headquarters left two vast craters that became lakes filled with blood and remains. Hiruzen ordered Earth Style users to fill them, but the lakes could not be removed. 3 5

The lakes became a feared symbol of the massacre. Residents avoid approaching or discussing them, while rumors attribute their persistence to Uchiha resentment, divine punishment, or an unpaid blood debt. 5

Political Situation

The public disclosure of the Hyuga clan's Caged Bird seal intensified Konoha's internal crisis. Hyuga Hiashi recalled clan members, sealed the compound, and curtailed the Byakugan users on whom Konoha's reconnaissance capacity depended. 9 17

Other clans responded by increasing internal training, reducing outside activity, and preparing for the possibility that they could become the next target of Konoha's leadership. 4 17

Tsunade's return further altered the village's political balance. Rather than reporting to Hiruzen, she returned to the abandoned Senju compound and summoned descendants of Senju branch families, prompting speculation that she intended to restore Senju influence. 22 23 27

External Conflict

The simultaneous disappearance of Yugito and Han, the jinchūriki of Kumogakure and Iwagakure, led both villages to accuse Konoha due to its known access to Uzumaki sealing techniques. 21 27

By Chapter 29, Konoha faced military pressure from all four other great ninja villages.

With the Uchiha exterminated, the Hyuga withdrawn, and the remaining clans distrustful of the leadership, Konoha's ability to defend itself is severely strained. 29
