On September 11, 1927, at the League of Nations headquarters in London, a conference determining Russia's fate was underway.

Under pressure from the League of Nations, representatives of the three sides gathered to begin ceasefire negotiations.

As early as August 26, the Tsarist Government had submitted an application for mediation to the League of Nations.

Then, on August 28, the League of Nations Duty Committee issued a decision ordering all three sides to immediately cease hostilities.

To press the three sides into a ceasefire, Ferdinand ordered the formation of a 200,000-strong international peacekeeping force on August 30.

On August 31, the Austro-Hungarian Empire followed suit and announced the formation of a 10,000-man peacekeeping force.

On September 1, the British and French governments respectively submitted proposals to their parliaments for the establishment of peacekeeping forces.

It was as if, at the first sign of disagreement, all parties would send troops to intervene. Under international pressure, the three sides had basically achieved a ceasefire by the evening of September 1.
