On October 4, 1927, United Kingdom Foreign Secretary Attlee submitted the Proposal for Handling the Russian Question to the League of Nations conference, drawing back the curtain on the breakup of the Russian Empire.

It was also on this day that the League of Nations conference admitted representatives from Russian Poland, Finland, Belarus, and the three Baltic states to join the talks.

With Bulgaria merely going through the motions, the United Kingdom and France dominated the League of Nations conference. The Tsarist Government's status as the sole legitimate representative of the Russian Empire ceased to exist, and all parties appeared as heirs to the Russian Empire.

On October 7, the League of Nations Assembly approved the applications for independence from the above regions. Though this move met fierce opposition from the Tsarist Government, it still passed by an overwhelming vote.

Nicholas II's hope of becoming the nominal leader of all the major factions was likewise rejected by their representatives. The breakup of the Russian Empire had become unavoidable.

Upon receiving the League of Nations conference's final resolution, Nicholas II furiously tore up the telegram, only to have no choice but to accept reality.

"Your Majesty, Bulgaria promised to continue supporting us at the League of Nations conference. But judging from the course of this assembly, the Bulgarians' attitude toward us has changed. Many times, they chose to remain silent!" the Prime Minister said awkwardly.

"Bastards! This is naked betrayal!" Nicholas II slammed his hand onto the table and said furiously.

"Your Majesty, please calm your anger!" the Prime Minister urged.
