"Lord Jiuming, the revised Ninja Academy examination plan has been put into effect.
"The students graduating this year will be the first class to take their graduation exams under the new plan.
"Here's the detailed proposal. Please take a look and let me know if there's anything else you'd like to add."
In the principal's office at Konoha's Ninja Academy, Iruka handed Uzumaki Jiuming a thick stack of documents, then stood silently to one side.
Jiuming took the documents from Iruka and began reading them carefully.
Reforming the Ninja Academy had been Jiuming's main focus over the past few years. Since the Second Hokage founded Konoha's academy, its system had undergone tremendous changes.
The Second Hokage had established the academy to protect children, sparing them from being sent to the battlefield while they were still young. The academy's existence provided an official reason to protect children who might otherwise have been dispatched to war. At the time, the academy was very open to applicants. Whether or not a student had the talent to become a ninja, they could still enroll and study there.
But as the wars continued, Konoha's shortage of combatants forced it to send some of its ninja reserves—the academy students—to the battlefield. From then on, the academy gradually strayed from its original purpose, and its admissions standards became increasingly strict.
Since students at the academy could be sent to the battlefield at any moment, only those with certain basic abilities were admitted. If academy students were less capable than ordinary civilians, the village might as well send ordinary adults to fight instead.
Now that the Third Shinobi World War had ended and peace had returned to the Shinobi World, this admissions system was clearly no longer suitable for the academy.
So Jiuming introduced a new admissions policy:
