After inscribing the medical ninjutsu onto the Sealing Scroll, Xingzhuo stood and headed straight for the Hokage Building.

Senju Hashirama and Senju Tobirama were discussing how to capture and manage the Tailed Beasts.

They argued until their faces were red and their necks were bulging, but they could not reach an agreement.

Senju Hashirama believed the Tailed Beasts were too powerful and should be divided among the five villages and held in common. That way, they could keep one another in check and prevent war.

Senju Tobirama believed that power should be kept in their own hands. That way, they could intimidate the entire Ninja World. If they wanted peace, nobody would dare refuse to maintain it.

Senju Hashirama countered that such peace would be maintained through oppression. If they ever failed to keep up that pressure, the resulting war would be unimaginably brutal.

Senju Tobirama responded with evidence. He brought out reports from their scouts: ever since the Battle at the Valley of the End, spies from the other four great villages had been lingering nearby.

Konoha had deliberately leaked some information, and the four great villages had cowered like quail. Even the minor clashes that had been happening had all ended with the other villages backing down.

Senju Hashirama could not win the argument against his younger brother, but he stubbornly stuck to his position and insisted on giving the Tailed Beasts to the others.

Senju Tobirama thought his elder brother was unreasonable and throwing a tantrum, but as the younger brother, he could only seethe helplessly.

Just then, Hyuga Hoshishaku knocked on the door.

Senju Tobirama's tone was unpleasant, though he was clearly trying to rein it in.

Xingzhuo walked into the Hokage Office, utterly confused. Seeing the expressions on the two men's faces, he immediately wanted to turn around and leave.

But before he could get away, Senju Tobirama appeared in a flash and blocked his path.

Senju Hashirama snatched the scroll of techniques from Xingzhuo before anyone else could.
