Background

Tobirama served as the practical administrator behind his elder brother Senju Hashirama’s Hokage administration. Although Hashirama held the title of Hokage, Tobirama handled much of Konoha’s governing work, investigations, and negotiations 6 8.

When Hyuga Hoshishaku injured Sarutobi Hiruzen, Tobirama intervened to prevent Hiruzen’s meridians from being permanently damaged. He took Hoshishaku’s allegation of a conspiracy against the Hyuga Clan seriously, dispatched investigators, and later negotiated compensation with the Hyuga leadership, accepting ten percent of the responsibility for inadequate supervision himself 6 8.

He accepted Hoshishaku, Kagami Uchiha, and Torifu Akimichi as disciples after personally testing them at Training Ground One. Impressed by Hoshishaku’s sealing and space-time talent, Tobirama immediately arranged for Uzumaki Mito to teach him sealing techniques and offered to teach him the S-rank Flying Thunder God 15 16 17 18.

As Konoha’s casualty rate rose, Tobirama worked with Hashirama to seek a solution, particularly for the deaths of child shinobi. The issue ultimately led to a commission concerning the earlier establishment of a Ninja Academy 29 30.

After Hashirama’s death in Konoha Year 16, Tobirama became the Second Hokage. He coordinated Konoha’s response to the coming war and entrusted Hoshishaku with command of the Sunagakure front 117.

Years of administration and war left him exhausted. Following Hoshishaku’s military successes, Tobirama intended to transfer the Hokage position to his disciple so that he could return to ninjutsu research 139. He later died under unspecified circumstances, but was restored to life when Torifu asked Hoshishaku to resurrect his former teacher 146 185.

Personality

Tobirama is pragmatic, decisive, and intensely focused on Konoha’s security. He considers threats in terms of consequences and deterrence, arguing that villages unwilling to preserve peace should be dealt with before they can endanger Konoha 40 63.

Despite his sternness, he is willing to admit responsibility and to reward merit. He accepted partial blame in the Hyuga incident, praised Hoshishaku’s potential, and openly shared high-level techniques rather than withholding them from talented students 8 18.

He is deeply invested in ninjutsu development, describing it as a personal interest. His long-running workload and his frustration at being assigned hundreds of additional development requests show how seriously he treats the craft 15 142.

Tobirama’s harsh prejudice toward the Uchiha is explicit in his self-introduction, though he nevertheless accepted Kagami Uchiha as a disciple and later oversaw a Konoha Military Police Force that was not exclusively controlled by the Uchiha Clan 15 112.
