Hearing the question, Cagalli pressed her lips together. After thinking for a long while, she spoke.
"Felix, the Atlantic Federation handed the Orb territory it occupied over to PLANT to build a spaceport."
Felix gave her an immediate answer.
"I can't help you with that!"

"I'm a member of PLANT. I have a duty to protect its interests, so I can't help you."

"But that comes at Orb's expense. Are you going to support it anyway?"
Felix's expression remained calm. He answered without hesitation.
"The Atlantic Federation harmed Orb's interests, not PLANT. We aren't the ones taking anything from Orb."
Then Felix turned the question back on her.
"Cagalli, do you want to restore Orb so you can rule it, or so its people can live happy lives?"
Cagalli answered without a second thought.
"So Orb's people can live happy lives, of course!"
Felix pressed on.
"Then why are you so determined to restore the country?"

"Cagalli, if I were you, I'd lie low and see how people in Orb actually lived. If they were suffering, I'd fight for their happiness. But if they were living well, I'd be glad to let things stay as they were and devote myself to serving them."
