First, Hui proposed a new concept—the Alliance Nations.

The major ninja villages would take the lead in forming the Alliance Nations. No one would be barred from joining; as long as they could restrain the ambitions of their member states, every nation in the world would eventually join the alliance as the tide of the times carried them along.

If the entire world formed an alliance, wouldn't that count as unification? The nations' actual influence would not change in the slightest, and they might even improve through mutual assistance.
