The Eighty Gods Vacuum Attack required a Kekkei Mōra to be used, and a Kekkei Mōra required the fusion of seven chakra attributes.

The current Hyuga Shin certainly couldn't do that, so he had to find a way to simplify the Eighty Gods Vacuum Attack, otherwise, he would have to leave it on the shelf.
