The meeting in the Queen's Ballroom continued.
Lord Gryn waited for the room to quiet down before continuing: "Returning to the suggestion raised by Lord Lancel, the plan of Rolling heads?"
Gryn found Lancel's shining gaze somewhat unbearable, secretly disdaining this little Lannister brat.
Ignoring Jaime's somewhat hostile glare, Gryn began: "We must surely make an example of a group of people, and the number cannot be small. Her Grace the Queen's dignity must not be trampled upon lightly!"
Without waiting for Jaime to speak, Gryn met his gaze: "If this is not handled well now, next time, more sinister rats will continue to slander our Queen in the shadows."
Cersei secretly rolled her eyes at Jaime, helping Gryn interrupt him before he could speak: "Go on."
Gryn nodded toward Cersei: "With an impartial heart, we shall carry out righteous deeds. We can use a legitimate pretext to achieve our goal."
"Lord Jaime, the Queens Quarter is one of the most impoverished areas in King's Landing, and order is chaotic... how many people do you think are there who should have been beheaded long ago?"
Jaime's palms tightened involuntarily, and he asked in a low voice: "I admit there are many heinous criminals there, but I still want to ask: how do we distinguish who the rumor-mongers are, and how do we prevent riots caused by the executions?"
Jaime had witnessed the horror of riots, like a living hell, where innocent commoners would be the greatest victims.
Jaime possessed a knight's heart of mercy; he did not fear killing, but he worried most that if not handled correctly, it would trigger a riot, the results of which would further harm Cersei.
Gryn's tone remained unhurried: "Lord Jaime, we must first agree on the question of whether to kill; riots are a matter for later."
Gryn swept his gaze over the surrounding officials and said in a deep voice: "The rumor-mongers are certainly not limited to the heinous criminals of the Queens Quarter, but the heinous criminals of the Queens Quarter are certainly among the rumor-mongers."
"If the sword we strike with is sharp enough, those in the shadows will naturally tremble in fear of Her Grace's iron fist. Only with fear will they be more cautious, and that result is the goal we wish to achieve!"
After a moment of silence, some people had a sudden realization, some sighed, and others remained in deep thought, until one by one, they nodded.
Cersei's beautiful eyes gazed at Gryn's refined face, and she nodded slightly.
Jaime was mostly convinced, but not wanting to let Gryn off easily, he squinted at him and said: "What about the riots?"
Gryn maliciously judged Jaime to be small-minded.

Gryn placed his right hand over his chest, his gaze sweeping earnestly over the others: "Gentlemen, this is a war! Please forgive me, but we must adhere to the principle of operational security before battle."
The important parts were not suitable for public discussion here; the Red Keep had no secrets.
If Gryn wanted to stand out among the many officials, it was impossible to be accommodating to everyone.
Gryn's final sentence at least did not ignore the feelings of the others; it was not perfect, but it was enough.
Queen Cersei rose from her seat, and the others followed suit, watching her.
Her beautiful eyes swept over her officials, and Cersei, chin tilted slightly upward, nodded and turned, moving her feet as she said: "Lord Gryn, follow me upstairs alone."
