Background / History

The Federation emerged from the accession of multiple regions during the Third World War and was formally established after the Fourth World War. Within fifty to sixty years, its central government had gained substantial direct authority over its provinces and member states. 220

Following the wars, the Federation rebuilt the Imperial Capital into an ultra-modern political center of steel, concrete, holographic displays, autonomous vehicles, armored police vehicles, and mechanized security forces. 230

By the time Yang Chu investigates it, the Federation spans more than twenty million square kilometers and has a population exceeding two billion. With other nations weakened by war, decline, or reconstruction, it faces no meaningful foreign rival and dominates global industrial markets and resources. 220 230

Governance and Society

Political and Corporate Structure

AudioNews Corporation and the Federation are portrayed as deeply intertwined rather than separate powers. AudioNews is one of several giant conglomerates and financial groups that constitute the Federation's governing order. 228 231

Jiang Cuiwei states that financial conglomerates control the Federation's political and economic lifeblood. Yang Chu later concludes that the Superpower Program allows the ruling elite to preserve wealth and authority by becoming a permanently superior class. 228 229

Class Inequality

Living standards are broadly maintained across much of the Federation, but class barriers remain severe. Areas such as Xiushui District are marked by weak infrastructure, poverty, criminal activity, limited surveillance, and poor access to water, electricity, and the network. 195 197 220

Clearwater Street became a densely populated refuge for refugees, bankrupt residents, veterans, fugitives, and criminal groups. Federation forces have largely avoided direct governance there after organized resistance forced them back in the past. 195 199

Network and Virtual Infrastructure

The Federation revived the Starlink Project after its founding, using fewer but more advanced satellites to provide high-speed network coverage across its territory. This infrastructure supports virtual-network industries such as the Powered Armor Tournament. 197

Network access remains prohibitively expensive for many lower-class residents. Xiushui District relies on a decaying pre-Federation satellite that provides a connection for only about forty minutes each night. 197

Superpower Program

Artificial Cultivation

The Federation's superpowered-individual program began during the provisional-government period after the Third World War. After the Fourth World War, Cocoon Experimental Base was reopened and expanded as a joint military–AudioNews Corporation project. 203

Most superpowered individuals in the Federation are artificially cultivated. A small number are second-generation superpowered individuals born to superpowered parents, while others are raised from artificial embryos, monitored through adolescence, and expected to awaken at designated times. 196 203 210

Artificially cultivated subjects may be absorbed into the military, special departments, or AudioNews Corporation's superhero system. Others are released into ordinary society and allowed to live apparently natural lives while remaining subject to monitoring and recruitment. 203 210

Registration and Public Superheroes

The Federation publicly presents superpowered individuals as regulated citizens, officers, students, workers, and celebrity superheroes. It operates registration agencies, training and employment programs, and specialized schools for ability users. 203

Unregistered ability users who reveal their powers, particularly in ways deemed dangerous to public safety, face severe penalties. Forum users report that those who refuse to submit to the system may be branded “supervillains,” imprisoned, or made to disappear. 198 203

AudioNews Corporation packages selected superpowered individuals as commercial superheroes, promoting them through news coverage, merchandise, endorsements, public appearances, and rankings. 203 221

Induction Agents

The Federation develops superpower agents intended to induce awakenings in ordinary people. Zhuo Yan describes a future plan for large-scale injections that would begin a “Superpower Revolution,” though he acknowledges that awakening outcomes still require further screening. 203

The induction agents are secretions produced by a captured octopus-like entity. The Federation's upper echelon and AudioNews Corporation have traded with the creature since the Federation's founding in exchange for these secretions. 234

The Hive

The Hive is AudioNews Corporation's most vital experimental facility and is located beneath its Imperial Capital headquarters. It serves as a center for the Superpower Program and for studying exceptionally powerful ability users. 232

Li Yun, AudioNews Corporation's Chief Scientific Officer, explains that decades of artificial-human experimentation gave the Federation sufficient data to classify abilities and formulate a path of superhuman evolution. The program's partial success allowed elite figures to obtain superpowers before its methods were fully refined. 232
