They constantly provoke conflicts, constantly agitating Konoha.
Their goal is to drag the newly stabilized Land of Fire back into the fires of war.
Firstly, it diverts domestic tensions; secondly, it attempts to narrow the economic gap. In any case, those with nothing to lose fear nothing; Sunagakure is simply more willing to gamble than Konoha.
Upon arriving at the front lines, Kudo Yukiyuki's squad immediately accepted an A-rank mission.

At that moment, explosions erupted on the cliff walls.
Massive rocks collapsed, and countless boulders tumbled down, blocking the path. The resulting dust obscured their vision, and the Sunagakure ninja jumped to the top of the valley in a pre-planned maneuver.
The Konoha ninja, caught off guard, fell into disarray.
"Seize the high ground! We cannot be trapped inside!" Kudo Yukiyuki decided instantly.
"It's too late!" Shingetsu's vision pierced through the smoke.
She saw the Sunagakure ninja untie their bundles and rip off the bandages, revealing the hideous nature of what lay beneath.

"Remember my name, Sand Skeleton, Fukuyama!" The ninja called Fukuyama generated chakra threads from his hands, his ten fingers dancing in a complex rhythm.
The technique of controlling puppets in combat is notoriously difficult to master, and because most of their combat power is invested in the puppets, the users themselves become quite vulnerable; those who dare to appear on the battlefield are generally elites.
To be able to operate two puppets simultaneously is already a sign of impressive skill.

Seeing this, the Sunagakure ninja on both sides unleashed Wind Release.
Fire may be countered by wind, but wind also fuels the fire!
Senbon flew from the fingertips of the puppets, while shuriken and kunai rained down; propelled by the wind, the fireball exploded with violent force.
From their high vantage point, they had created a suffocating kill zone.
With no cover nearby to hide behind, the Konoha ninja could only struggle to defend themselves.
Several men were sliced by sharp edges, leaving behind bloody, gaping wounds.
Soon, the wounds began to fester, oozing a sticky liquid that ate through the flesh, leaving hollowed-out holes as a foul stench filled the air.
"Watch out, the ninja tools are coated in poison!"
Akashi shouted a warning; there were no medical ninja on-site, let alone antidotes, and if one were struck by the potent toxin, death would likely be the only outcome.
As more puppets closed in, their attacks became even more ferocious.
