This galaxy was not the fantastically advanced galaxy depicted in fiction, where top-tier civilizations could alter time and shift stars across the heavens!

The real galaxy was merely a "backwater" where, in the tiger's absence, the monkey proclaimed itself king.

These so-called top-tier civilizations could not even develop faster-than-light technology! To construct a committee headquarters, they had mobilized most of the construction forces of the six major civilizations and had even requisitioned vast numbers of advanced civilizations!
