With the two sides' strength so vastly disproportionate, the transfer of power did not even catch the attention of most people in Konoha.
They only noticed a few shifts among the ninja higher-ups. For instance, Hatake Kakashi became the captain of the Jonin class, Akimichi Choza took over as deputy minister of the Ninja Department, and Hizashi Hyuga became an advisor to the Feudal Lord's Mansion.
Such matters were far removed from the lower-ranking ninja, let alone ordinary civilians who were not ninja.
Over the course of two months, the changes came to an end. The forces left behind by the former Third Hokage were completely purged, and all of Konoha fell firmly into Minato Namikaze's hands. Except for... Danzō and Root.
As for Danzō, Minato had not moved against him immediately during this transition.
Root was different from the other departments. It was nominally part of the Anbu, but in reality, it was an independent division.
As the representative of Konoha's hawks, Danzō had wielded immense influence even during the Third Hokage's tenure. He was also Senju Tobirama's disciple. After establishing Root, he had single-handedly controlled everything within it, leaving no room for outsiders to interfere.
Even the Third Hokage himself had known little about what went on inside Root.
Root's position within the Anbu was much like the Uchiha Clan's former position in Konoha: nominally one organization, but in reality, two separate entities.
That made things troublesome. Even for the Hokage, moving against Root posed enormous difficulties. Orders from above simply did not work there.
The only orders Root recognized were Danzō's own.
