The meaning behind this drink he shared with Roger was something he did not spell out.
Whitebeard did not ask either. Given his nature, he would never pry into something others did not wish to say, not even if that person was Roger.

"Honestly, this drink has no taste at all. I'm leaving first." Edward snorted and rose to his feet. It was clear he was in a foul mood.
Roger did not stop him. Instead, he swayed as he raised his cup. "May the winds be fair to you. I'll be waiting for you in the new era, Edward!"
Whitebeard's steps paused slightly, but he did not turn around. After muttering something under his breath, he left without looking back.
Once Whitebeard had gone, Shin raised his cup. "Have you decided? You're going to turn yourself in!"
Rayleigh immediately turned his head, staring at Shin in surprise. "How did you know...?"
Roger burst into hearty laughter. "Hahaha! Just as expected of you, Shin. Nothing can be hidden from you. That's right, I'm going to surrender to the Marines. You've been on the ship for so long—you already know about my condition."
Not many aboard Roger's ship knew that he was gravely ill. Most of the crew had been kept in the dark. Only Rayleigh and the ship's doctor, Crocus, knew about it—oh, and Shin was added later.
Shin shrugged and turned to Rayleigh. "Aren't you going to talk him out of it?"
Rayleigh lifted his cup with a bitter smile.
