In any era, the so-called "justice" might seem like two laughable words to many people.

But justice itself was not laughable.

Among the Navy's upper ranks, many were willing to devote themselves to justice. Unfortunately, reality left them no choice but to grow disheartened. When they truly reached this point, they discovered that "justice"—at least the "justice" of their ideals—did not exist.

Only after Warring States Period became Fleet Admiral did he truly understand just how difficult that position was. More often than not, a Fleet Admiral merely had to choose the least terrible path from a pile of terrible options.
