The Blue Moon Kingdom's royal family had relatively strong control over the entire kingdom. After all, the elite forces directly loyal to the royal family alone numbered more than three million. Those three million troops were the strongest force in the entire Blue Moon Kingdom; no lord of any local city could compare with them.
This was even more true of the lord of Northland City. Though Northland City operated independently and was not controlled by the Blue Moon Kingdom, that was only because the Blue Moon Kingdom tacitly permitted it.
