"If that's the case, then why don't the authorities arrest these people?" Uchiha Madara asked.
"Since no one knows No Man's Land is like this, wouldn't wiping out this place in one sweep catch all the bad people?" he asked Dales Yi.
"That's because they have no need to," Helunaixing said with a smile.
"As I said, the situation here is extremely complicated. If they forced their way in, the losses would be enormous," Helunaixing said.
"Besides, these people don't dare go anywhere else. The moment they do, they'll definitely be caught," Helunaixing said.
"Keeping them trapped in a lawless place like No Man's Land is basically the same as giving them life sentences," Helunaixing said to Uchiha Madara with a smile.
