Tathagata Buddha harbored some doubts about Ksitigarbha Bodhisattva's words. Why had he said that?
Normally, Ksitigarbha Bodhisattva should have noticed that something had gone wrong in the Underworld. If Tathagata Buddha tried to persuade him like this, he should have refused, and Tathagata Buddha would have needed to spend a great deal of effort talking him into it.
