Two dusky yellow tornadoes, each several hundred meters tall, whirled through the skies over the western and southern parts of the Imperial Capital's Ancient District. Whenever they passed over an open stretch of land, buildings rose into shape beneath them.

These matters, all essential considerations in the urban planning of his homeland, could be raised far in advance. The Mages of the Imperial Capital would design them over and over, while Redbird repeatedly simulated the results until they arrived at a reasonably feasible plan.
With so many Archmages working together on the construction, Landen, floating in the sky, instead found himself with little to do. Wearing the Grand Administrator's Ceremonial Robe, he merely needed to constantly regulate the flow of magic power among several Magic Furnaces.
