Before Meteor’s rise, the city was governed through a council-republican system operating within the Empire. The City Alchemist Association, initially a technical coordination platform, accumulated enough wealth and influence to become deeply tied to the city’s administrative and aristocratic interests. 180 214 Smuggling and tax evasion were entrenched across the city, with too many officials and businesses implicated for the Empire to conduct a simple purge without destabilizing Raging Wave City. 38 163

The theft of the Heart of Red Dragon Nilcolon and Clear Sky’s appearances triggered a citywide security response, demonstrating the scale and efficiency of Raging Wave City’s institutions. 52 Political conflict escalated when Councilor Virgil used city sheriffs against the Cape District Secret Intelligence Bureau; the bureau’s successful counterattack became a symbol of Cape District’s renewed pride and influence. 131

War Against the Republic of Rio

Raging Wave City framed its naval campaign as an anti-piracy operation and gained council authorization to attack Rio’s principal military ports. 343 The fleet broke Samuel Port’s floating seawall through a mass armored assault, defeated the Rio Navy, and received Admiral Archibald Vade’s surrender. 345 346
