Upon receiving the intelligence, each village's Kage immediately convened a meeting to discuss it, and even the nations' daimyo were summoned to the villages.
The meetings in the four nations followed roughly the same course. Konoha's achievements were plain for all to see. They had indeed greatly eased the Land of Fire's economic pressure while providing many ninja with new jobs. This was a good beginning, one worth emulating, and the other nations should enter the Azure Continent as well. Although they had already discussed the matter, they had yet to put it into practice. Now that Konoha had set an example, the other nations had no reason to suspect it was some kind of Konoha conspiracy. After all, with its current economy, Konoha could thrive without relying on the Shinobi World anymore.
Thus, the nations decided to activate their teleportation arrays and enter the Azure Continent, conquering domains of their own according to the allocation they had previously agreed upon.
Another matter was deciding who would take charge on the Azure Continent. Who would assume the position of Kage there? Who would administer the conquered territory, and who would serve as daimyo? How many troops should they send to the Azure Continent? All of this required careful calculations and elections.
Finally, they had to discuss what to watch out for when forming the Shinobi World Empire after each nation had conquered its own domain, and how to proceed once the empire was established. Everything needed to be settled beforehand before they could act.
The five nations would form the Shinobi World Empire and coexist peacefully, with peace taking precedence over everything
