A hurried mutter rang out within the Hokage's Office. Having received the intelligence, Tobirama Senju hurriedly leaned back, pushed away his comfortable chair, strode to the wooden wall, and took down the map of the Shinobi World.

Through the gaps between his fingers, the words "Snow Country Canal" could vaguely be seen.
A hard-to-describe delight showed on Tobirama's stern face as he stared at the scattered, irregular little pieces between the three largest pieces on the map: Konoha, Sunagakure, and Iwagakure.
The fragmented nations seemed to shatter Tobirama's thoughts as well. He immediately spoke softly toward the ceiling, "Bring Minister Shikahira and Iwagakure's representative stationed in Konoha here. There is something extremely important to discuss—no less serious than sealing a Tailed Beast."
Sensing the flickering figure gradually depart, Tobirama continued staring at the northwestern corner of the map, at the Snow Country marked with snowflakes, where layers upon layers of ice and snow had accumulated over ten thousand years.
The Anbu acted swiftly. Amid a burst of hurried footsteps, the office door was pushed open directly.
Mu, dressed in a white lab coat, and Shikahira, holding a stack of documents, both wore grave expressions as they looked at the Executive Vice Hokage.
"Come take a look."
Without wasting time on pleasantries, Tobirama urged them toward the desk.
"The two Hokage encountered some difficulties while using Wood Release to transform the desert sands in the Land of Wind."
Tobirama's quiet words made Shikahira, who had set down the documents, nod inwardly. The importance of transforming the Shinobi World and eliminating geographical disparities truly was no less than sealing the Tailed Beasts.
