The Ocean External Affairs Department, backed by the Necromancy School and the Transmutation School, had chosen the Dragon Wing District, a harbor area.

Although the harbor here was not as large as the one in the Dragon Head District, team leader Brandon was quite satisfied. After all, they had only placed fourth in the mage duel. Getting to choose a harbor district was already pretty good.

Yet even after choosing this harbor district, Brandon remained full of worry, because their work in White Dragon Port had been going very poorly.

Every member of their department's working group came from either the Necromancy School or the Transmutation School.

These two schools had something in common: they had the fewest members serving as administrators within The Alliance.

Although neither school had many members, they still had more than quite a few smaller schools. Yet they had fewer people holding administrative positions than even those much smaller schools.

This indirectly showed that neither school was particularly suited to management roles. They could perform exceptionally well in their professional fields, but once they actually started managing things, people could only wonder how they had ever become mages.

So even on the second day after they officially began work, Brandon was still deeply anxious. They had not even managed to maintain basic order.

The civilians in the Dragon Wing District were reporting several robberies every so often. Even the researchers they had hired found the matter difficult to handle.
