The Ocean Affairs Department had actually produced a Territory Mage, and her mental power weakened whenever she left White Dragon Port.

That had drawn intense interest from the other Territory Mage Working Groups and the senior figures behind them. Just how had Fran done it?

Many mages were instructed to look into the Special Adviser. Who was she, and how had someone so young come to oversee an entire project team?

But Eleanor was careful about when she used Fran's real name. She activated soundproofing equipment whenever she did; otherwise, she always called her the Special Adviser.

The other team members did the same. They did not even know Fran's name, so they could only call her the Special Adviser.

The Law School had also made arrangements in advance, and Iris had brought Fran to Crescent Bay aboard her private flying craft. Tracing where Fran had come from proved difficult.

More importantly, looking into her identity amounted to prying into the Territory Mage Working Group's secrets. That put many of the mages' methods off-limits and slowed their progress.

The schools were far more interested in another question: how had Fran done it? They were willing to let a few mages land in prison to find out.

The residents Fran had assigned could not stop mages with so many different methods. Reports piled up.

Of course, the mages writing those reports were almost always spotted by members of the working group, who then arranged for Investigators to pursue them.

But no Investigators were stationed inside White Dragon Port. They had to be sent from Crescent Bay, giving the mages plenty of time to finish their reports.

Fran saw no need to ask the Law School for more personnel. Conditions in the Wall District were too unusual. Even if the other working
