Tsunade was touring Konoha with her two disciples leading the way.

Kaho had worked at the Hokage Office for a while, so she knew which places Tsunade would enjoy.

But Tsunade hardly needed a guide. The moment she arrived in Konoha, the sight before her stopped her in her tracks.

The first phase of Konoha's expansion was nearly complete. New shops had opened throughout the village, alongside restaurants serving specialties from other regions.

There was even a street dedicated entirely to snacks.

As Tsunade walked along it, all kinds of aromas reached her. The ordinary people on the street no longer looked numb, either. They looked forward to tomorrow.

What was the first thing people did when they suddenly had money?

They went on a spending spree, of course.

That was especially true of shinobi, who never knew whether they would survive the next day. Many spent their mission pay as soon as they received it.

If they didn't spend it today, they might not get the chance tomorrow.

Besides, Lord Hokage treated them exceptionally well. Even if they died on a mission, their families would receive enough compensation to live on.

Only when people had no worries about those they left behind would they feel free to spend generously.

As a result, Konoha's commercial ventures had been remarkably successful. The village owned some of the shops and collected taxes from the rest, bringing its share of the revenue to over ninety percent.

After operating costs and wages, a large portion of the pay issued to shinobi flowed right back into Konoha's hands.

Konoha had also launched a tourism program. As long as visitors showed no chakra response and carried no weapons, they could even get a dedicated guide to show them the famous sights.

Shimura Danzō's bronze statue, which
