Background
Konoha is the village where Yusuke awakens after arriving in the ninja world. In the 34th year of Konoha, he is registered as a civilian Chūnin; ninja records are protected by a sealing system, concealing much of a shinobi's prior missions from outsiders 1.
The village dispatches a six-person team, led by Tsunade, to investigate Amegakure's military activity. The team is authorized to assassinate Hanzō the Salamander if he intends to begin a war 1 6. Intelligence recovered during the operation prevents an initial attack on the Land of Iron, earning Yusuke access to Konoha's ninjutsu storage and Tobirama Senju's Flying Thunder God research notes 10.
Governance and Internal Politics
Konoha is led by the Third Hokage, Sarutobi Hiruzen, alongside his assistant Shimura Danzō and advisers Utatane Koharu and Mitokado Homura 17.
- Sarutobi Hiruzen — Seeks to preserve village stability and publicly promotes promising shinobi such as Yusuke, though he is frequently constrained by the council's decisions 16 17.
- Shimura Danzō and Root — Danzō commands Root, an organization whose operatives can masquerade as Anbu. He uses it to eliminate perceived dissenters, target Yusuke, and pursue Uzumaki sealing techniques 12 26 29.
- Hokage council — During the Land of Whirlpools crisis, Koharu and Homura support Danzō's proposal to delay intervention by three days, overruling Hiruzen three votes to one 17.
- Senju lineage — Though Tobirama Senju formally dissolved the Senju Clan, its members remain embedded throughout Konoha's institutions. The lineage is divided between Lady Mito's conservative faction, which protects the village without pursuing political power, and Tohka Senju's faction, which seeks to restore Senju influence 12 16.
- Uchiha Clan — The Uchiha maintain the village's Security Department. Their acting head, Setsuna Uchiha, mobilizes against the Shimura Clan after being manipulated into believing Danzō infiltrated their compound 34.
Locations and Institutions
- Hokage Building — Site of high-level war councils and jōnin assemblies; access is restricted by rank 43 44.

Military Structure
- Konoha deploys Chūnin, Special Jōnin, Jōnin, Anbu, and Root operatives for reconnaissance, infiltration, and open warfare 6 19 29.
- Wartime regulations permit a higher-ranking shinobi to assume command of lower-ranked teams, as invoked by Jōnin Miyazaki Kenta 47.
- In preparation for war, Konoha also conscripts selected elite genin into support assignments 44.
- Sarutobi promotes Yusuke to Jōnin before the war council, recognizing his strength and contributions against Root 43.
