Background

Konoha is the village where Yusuke awakens after arriving in the ninja world. In the 34th year of Konoha, he is registered as a civilian Chūnin; ninja records are protected by a sealing system, concealing much of a shinobi's prior missions from outsiders 1.

The village dispatches a six-person team, led by Tsunade, to investigate Amegakure's military activity. The team is authorized to assassinate Hanzō the Salamander if he intends to begin a war 1 6. Intelligence recovered during the operation prevents an initial attack on the Land of Iron, earning Yusuke access to Konoha's ninjutsu storage and Tobirama Senju's Flying Thunder God research notes 10.
