Government and Security

Konoha's internal security includes Anbu surveillance. After Uchiha Ryūha's emergence, Hiruzen assigns Anbu captain Kagami to monitor him at S-rank surveillance level without interfering in his daily life. 16
Uchiha Relations
Uchiha Ryūha describes the Uchiha clan as publicly empowered through the Police Force while excluded from Konoha's political core and distrusted by both leadership and civilians. 5
The village's leadership views Ryūha as both a potential future pillar and a dangerous unknown due to his Uchiha heritage, unexplained bloodline ability, and rapid rise in strength. 16
Root treats Ryūha as a target for control or elimination, first dispatching Torune and Fu to test his abilities and later pursuing him during the war. 6 7 40 41

History
Uchiha Ryūha's Emergence
In early summer of Konoha Year 42, Uchiha Ryūha graduates from the Ninja Academy after awakening his system-derived powers during his practical examination. His defeat of Uchiha Setsuna and subsequent display of an unknown genjutsu draw immediate attention from the Uchiha clan, Anbu, and Root. 1 3 6
Uchiha Fugaku grants Ryūha elite clan treatment, including a full resource quota and supervised access to B-rank ninjutsu scrolls. Ryūha presents himself as a potential weapon, shield, and political path for restoring the Uchiha clan's influence within Konoha. 5
Hatake Sakumo's Return
Following Hatake Sakumo's failed mission, Konoha's residents ostracize the White Fang and blame him for abandoning the objective to save comrades. The hostility isolates both Sakumo and his son, Kakashi. 18
Ryūha intervenes before Sakumo can take his own life, using genjutsu to confront him with the consequences for Kakashi's future. Sakumo returns to the Hokage Building, accepts responsibility for the failed mission, and publicly defends the principle that comrades matter more than mission completion. 20 23
Public opinion shifts rapidly in Sakumo's favor, and his renewed resolve becomes a major symbol of Konoha's values. 24
Joint Chunin Exams
Konoha hosts a joint Chunin Selection Exam with Sunagakure and Kumogakure amid worsening relations between the villages. 24
Team Seven, led in practice by Ryūha, completes the Forest of Death stage in a record two hours and fifteen minutes without injuries. 30
Ryūha wins the examinations through overwhelming victories, including the public defeat of Kumogakure Jonin Yotsuki Kagura and Sunagakure puppeteer Bao. His seal-less techniques and unexplained abilities become widely known among the attending villages. 28 31 32
Kumogakure Incursion
After receiving intelligence on Ryūha's performance, the Third Raikage infiltrates Konoha to abduct Uzumaki Kushina and seize Ryūha. Ryūha uses Kyōka Suigetsu to conceal the intrusion from Konoha's sensory network. 32
The attack ends after Ryūha summons Zaraki Kenpachi, whose battle with the Third Raikage saves Kushina and Namikaze Minato but devastates a valley outside the village. 33 35
In recognition of his actions during the exams and the incursion, Hiruzen promotes the eleven-year-old Ryūha to Special Jonin, grants him access to high-level ninjutsu resources, and authorizes him to establish an independent squad. 36
Third Shinobi World War
Kumogakure declares war, accusing Konoha of harboring the unidentified powerhouse who injured the Third Raikage. Hiruzen responds by placing Konoha on Level 1 combat readiness and formally accepting the challenge. 37 38
Konoha's forces deploy to the front, where Kumogakure destroys Outpost No. 17 and leaves its defenders' bodies arranged into the Kumogakure lightning crest as psychological warfare. 38 39
The war also exposes Konoha's internal fractures. Root agents trail Ryūha's squad, only to be drawn into a fatal clash with Kumogakure reconnaissance forces; Ryūha then stages the aftermath as a heroic Root sacrifice. 40 41
Wind Howl Canyon Incident
A Konoha supply convoy led by Uchiha Yashiro is annihilated in Wind Howl Canyon after its route is leaked. A surviving Uchiha, matching chakra evidence, and a kunai bearing the Uchiha crest are used to implicate Ryūha in collusion with Kumogakure. 45 46
Despite Hiruzen's doubts, the evidence and Danzō's pressure lead to an order requiring Ryūha to return to headquarters for investigation; refusal is to be treated as treason. 46
Ryūha outwardly accepts the order but privately begins planning to defect after the coming attack, viewing open conflict with Konoha as an opportunity to establish his own faction. 47
