Given Jiraiya's generosity, there was no reason he wouldn't let his own apprentice come into contact with Sage Art.
In fact, the Fourth Hokage Minato Namikaze and Naruto Uzumaki had both successfully entered Mount Myōboku and practiced Sage Art!
