Alexstrasza was deeply pained, but her pain could not change the fact that the Black Dragonflight had nearly wiped out the Blue Dragonflight, nor could it change the Blue Dragons' bone-deep hatred for the Black Dragons. Thus, the Blue Dragonflight had perfectly legitimate grounds for refusing to accept the Black Dragons into the Wyrmrest Accord.
Unable to reconcile the conflict between the Blue and Black Dragonflights, Alexstrasza could only settle for the next best thing. She accepted Zul'ra's suggestion and agreed that the Black Dragonflight and the Judgment Army should join forces against the Scourge. She could not speak for the Black Dragons, but she would introduce Zul'ra to their representative, Nalis.
"Life-Binder, before meeting with the Black Dragons, there is something else I need to tell you. Since the Scourge has excavated the Black Dragons' lairs, they certainly will not spare the remains of other dragons. Therefore, I ask that you have the dragons properly protect them," Zul'ra said, recalling something before meeting Nalis.
"We have already taken precautions against this. Those Scourge..." Alexstrasza's expression became difficult to describe at Zul'ra's reminder. After a brief pause, she spoke again.
"There are too many of them, and Dragonblight is too vast. The bones of the dragons of old were never gathered in one place." Alexstrasza felt utterly weary. Dragons were powerful—very powerful—but they did not have the numbers of the Scourge. Dragonblight was simply too large; dragons alone could not possibly watch over it all.
"That is indeed a problem, but the Judgment Army should be able to help." Zul'ra could understand Alexstrasza's feelings, but this matter was truly difficult. Once the Scourge developed a taste for digging up dragon bones, all sorts of undead dragons would emerge in the future, and the Judgment Army would have a hard time
