Zul'ra had originally planned to gather the representatives for a quick, simple assembly to collect everyone's opinions and set the tone for the Horde's future development. But after causing such a huge stir and drawing so many participants, the meeting could no longer be kept simple.

For the upcoming first assembly, with nearly three to four hundred attendees, Zul'ra first had the Hall of Glory cleared out and furnished with seats, then had the inns within Orgrimmar cleared out as well.

The date of the assembly also required careful consideration. After much deliberation, Zul'ra postponed it until Winter Veil in December. That would be a quiet period, with no farm work and no busy season.

Besides the location and time, the proceedings also needed to be arranged. An opening and closing ceremony were indispensable. Public opinions had to be gathered in the middle, some meetings needed to exclude outsiders so the Horde could discuss matters behind closed doors, and the topics for open discussion also had to demonstrate the Horde's goodwill.

Just as Zul'ra was arranging the Grand Assembly and drafting the matters to be discussed, the Kaldorei of the northwest sent envoys. Darnassus and the Cenarion Circle had invited him for a visit.

With invitations from both Darnassus and the Cenarion Circle, Zul'ra did not need to guess what they wanted to discuss. Still, since he had done the deed, he had to go and explain himself.

To resolve the matter of the Scourge undead in the Emerald Dream, Zul'ra accepted the invitations from Darnassus and the Cenarion Circle and traveled to Teldrassil, the new World Tree planted by the Cenarion Circle in the northwestern sea.
