Convene the Council

After a great war against the Scourge, the Alliance nations had gained vast tracts of land in Northrend. Yet apart from parts of Howling Fjord, all of it was frozen wasteland requiring immense effort to develop. Some Alliance nations therefore felt they had not received the spoils they deserved, while the Horde had taken the better things.

With their interests unsatisfied, the Alliance turned its gaze toward the broader, more fertile Kalimdor. The Horde had seized most of that land as well, while the Alliance had only Theramore, occupying Dustwallow Marsh in central Kalimdor. This displeased the Alliance nations even more.

However, having just endured a major war, the Alliance nations had lost too much of their able-bodied population, and their finances were on the verge of collapse. They remained in the planning stage for now, while each nation tacitly began transferring population to Theramore.

The Alliance's resentment and covetous gaze made friction—and even war—inevitable. The Horde was preparing for this as well. Cairne was organizing the restoration of production, Master Ironhoof was overseeing another reform of the Horde military, and with the advisors' help, Vol'jin was working with Cairne to restore the Horde economy.

Everyone was busy, and Zul'ra naturally could not remain idle. After trading barbs with Magatha and taking a proper rest with Anveena and Tarecgosa, he resumed his work and began pushing the Horde's industrial development forward.

With its sparse population, the Horde was rapidly moving from its lax small-scale farming and nomadic society into an industrial society. Industrial technological development absolutely could not be allowed to stop.
