The earthquake struck without warning, but fortunately, the Horde's people had mostly emerged from lives of hardship and displacement. Their overall resilience was excellent, and the past few years had generally treated them well. With both physical strength and preparedness on their side, few suffered much harm, aside from a handful of isolated accidents—and the shamans.

Every shaman in Orgrimmar seemed paralyzed. Their minds appeared to have suffered some indescribable blow, and they had completely broken down. Zul'ra had no time to look after them.

After the first wave of tremors passed and most people from the surrounding areas had been found, Zul'ra met with Cairne Bloodhoof, Vol'jin, and Sylvanas, who had returned after maintaining order. Together, they hastily established a temporary disaster-relief command system.

First, they gathered all available personnel and dispatched technicians to inspect and repair Orgrimmar's radios, broadcasts, and other communication equipment. The signal tower installed atop Orgrimmar had collapsed halfway, and communications were currently cut off.

Besides restoring communications, Zul'ra assembled the city guard and assigned them to maintain order at the Horde's granaries, factories, and surrounding settlements. Where there was disaster, they were to provide relief; where there was none, they were to guard against it.

"Remember, we are a collective. The Horde is one big family. First, we must look after every member of that family. Then everyone must move together to open, safe areas for shelter. During an earthquake, houses are not safe. If they collapse, we can rebuild them. Do not hesitate to abandon them. During a disaster, do not count on luck."
