It seemed like some people had discovered Sakayanagi Arisu's connection to the school's Chairman. They'd gone over to greet her and get acquainted.
They had no idea Sakayanagi Arisu might choose them as pawns. The way she treated people like chess pieces was more or less the same as the protagonist treating them like tools. She'd come to this school to face off against the protagonist, too.

The teacher's arrival finally broke through the noise in the classroom.
The students returned to their seats.

The teacher wrote his name on the board and introduced himself. Mashima-sensei then began explaining the school's rules and other matters.
Basically, he covered points, the ban on leaving campus, restrictions on contacting people outside the school, the facilities on campus, and how we'd receive 100,000 points in the first month and points every month thereafter. (I won't drag this out with too much detail.)
Mashima-sensei probably had to prepare for the opening ceremony next, so he left.
