She did not need to understand how it worked; she only needed to know how to use it. "A gang that has dealings with the police, obviously, isn't it? This is far too common. Ninety percent of the cases I've encountered have been like this. Why aren't you talking, Mr. Amon?"

Due to barriers between police systems under different jurisdictions, combined with easy recruitment procedures and the fact that most personnel are not regular police officers, the overwhelming majority of county law enforcement agencies in areas where gangs openly operate have overt or covert dealings with local gangs that have replaced certain basic administrative functions. This includes communication and transactions between prisoners inside BR County Prison and the outside world, among other things."
