The rescue operation and resettlement plan were both enormous challenges. What Victoria Hand had said was exactly what she had been worried about: even if she were still employed by S.H.I.E.L.D., she could never obtain the resources needed to resettle those girls. There were not many organizations in this world capable of sheltering her sisters, and her options were few. Yet even though she seemed to have choices, she actually had none. If she chose an intelligence agency from a NATO country, the Emperor's intelligence apparatus and the Sacred Guard would never spare her sisters.
Thinking of that, she found herself a little envious of the girls from the City of Immortals.
Someone had made promises about their future. They had been given opportunities she had never had, and after escaping their miserable fates, they could freely choose to become soldiers, merchants, officials, farmers, or even housewives—her hand unconsciously brushed her lower abdomen. The surgery and organ cultivation had reached their final stages. She would soon be able to fulfill her dream, provided the Emperor had not come to despise her because of this "secret" unauthorized operation. That possibility was unlikely. She knew Sky Sword Space Station had tracked her actions from beginning to end. If the Emperor had become wary of her, Victoria Hand could never have contacted her. Still, no matter how high the price, she intended to negotiate with Victoria Hand and the forces behind her in order to obtain every resource she needed.
She knew she could not lead an independent department. No organization in the world could directly take in such a group, not even the Sisterhood of the City of Immortals.
