"Everyone, this is not a good sign." Hiruzen Sarutobi frowned. "Sunagakure has also been acting strange lately. The Daimyo of the Land of Wind has cut their budget, and resources are severely lacking; the number of times they have crossed the border to seize supplies has increased significantly in recent years."
