Annanu's reasoning was simple. He was almost certain that moving atop the black mud was not Tiamat's only means of locomotion. As the prototype of everything in Mesopotamia, it was not impossible for Tiamat to approach the sky.
Even the manifested form of his Noble Phantasm could not inflict much damage on Tiamat. Against weaker targets, its anti-Divinity properties could still cause stun and shock, but against an existence on Tiamat's level, that was nearly impossible.
So, he would try to truly wound Tiamat here—if possible, it would be best to cripple her legs outright. Tiamat would only keep advancing anyway; her attention would not be on Annanu. That gave him ample time to prepare. And to ensure his Noble Phantasm packed enough force, Annanu had gone to Eridu to find reinforcements: the Divine Spirit Servant summoned to this Singularity, Quetzalcoatl.
