Background / History

The Ministry administers Britain’s wizarding community, with its highest law being the International Statute of Secrecy. It has no taxation or currency-issuing power; its funding comes from donations by magical families and appropriations from Gringotts, leaving it financially dependent on goblins despite its authority over them. 138

Its relationship with the Muggle government is institutionalized: every Muggle Prime Minister’s office contains a portrait of Ulick Gamp, the first Minister for Magic, which serves as a link to the current Minister. Senior Muggles have long known of wizardkind, while the Statute of Secrecy chiefly exists to prevent broad public discovery. 55

The Ministry took control of Azkaban without understanding the fortress or the Dementors inhabiting it. It communicates with Dementors only in simple terms and uses them as prison guards; a past Minister, Damocles Rowle, sent both major and minor offenders there to avoid constructing another prison. 84

Under Cornelius Fudge, politically connected officials and Pure-blood interests gained influence while capable half-bloods and veteran workers were pushed aside. Headquarters

The Ministry’s London headquarters is accessed through a dilapidated telephone-booth Visitor’s Entrance. Visitors state their purpose and name before being transported to the Atrium. 83

The Atrium contains dark wood floors, a peacock-blue ceiling, two-sided fireplaces, the Fountain of Magical Brethren, and a “Magic is Might” sculpture. 83

After successive wars and attacks, the building is converted into a fortified stronghold. Most Floo connections are shut down except the public-Atrium connection; visitors are inspected by Hit Wizards and otherwise enter through the front door. 339

Azkaban administration

Fudge administration

Fudge became Minister only after Barty Crouch Sr.’s reputation collapsed and Dumbledore refused the position. He treated an Azkaban inspection as a publicity event and was broadly regarded as ineffective. 5

His administration increasingly relied on Pure-blood allies and former Death Eaters, provoking resistance from ordinary staff, lower-ranking officials, newspapers, and the public. 41 49 52

Fudge’s failures left the Ministry semi-paralyzed, unable to mobilize most of its staff; many department heads and employees abandoned their duties. 157

Death Eater assault on the Ministry

Death Eaters infiltrated the nearly deserted Ministry and killed remaining employees with the Killing Curse. 165 166

Amelia Bones gathered surviving officials and Hit Wizards, defeated invaders, ordered the rescue of trapped colleagues, and planned to seal the building until reinforcements arrived. 166

The assault exposed the Ministry’s inability to prevent attacks or retain captured Death Eaters; Fudge later released several prisoners captured by Bones and Barty Crouch Sr. 125

Internal infiltration and power struggle

Dewey Jones infiltrated the Ministry by replacing Amelia Bones and later Rufus Scrimgeour as Head Auror, intending to provoke conflict between the Ministry and Voldemort. 252

He subsequently operated through Ministry leadership to arrest Pure-blood families, pursue Wizengamot trials, and consolidate control amid the chaos. 335
