On Uganda's Mountains of the Moon stood Uagadou School of Magic, halfway up this "equatorial snow mountain" beneath the blazing equatorial sun. The grand buildings outlined in the mist looked as though they were floating in midair.

At that moment, among the Mountains of the Moon, inside a huge brown, pointed-roof hut at Uagadou, which had at least a thousand years of history, emerald-green vines drilled up from the ground. Their branches intertwined into the shapes of tables and chairs, rising and falling through the room like waves, arranged in layer upon layer of U-shaped rings. The chairman's platform at the very center was made from the stump of a broad giant tree and carefully woven, cultivated vines. It towered far above the other plant tables and chairs; if an attack came, those vines would turn into a screen, densely guarding the speaker on the platform.

The members of the International Confederation of Wizards had all gathered here. Though the weather was hot and the room crowded, the thatch of this hut was made from magical plants that could regulate the temperature, keeping the room cool and comfortable while also blocking out the stench from the beautiful Hoopoes on the roof.

And now, as the venue for the International Confederation of Wizards' meeting, the seats were packed full of wizard representatives from various countries. Hands of different skin colors were raised high throughout the hall, sleeves of wizard robes in different colors waving in the air; some wizards from certain countries even raised both hands to show their approval.

Scattered among them were only a few representatives who had not raised their hands. Some had even folded their arms, frowning as they glared at the somewhat one-sided scene before them.
