Building Clan Affairs

As the Second Shinobi World War raged on, many Konoha ninja families were consumed by grief over the sacrifices of their kin.

Within the Uchiha compound, however, many still found the heart to sing and dance.

The Uchiha clan controlled the Police Force and did not need to leave the village to participate in the war. To many other ninja clans and civilian families, this was truly unfair.

If someone with ulterior motives were to stir up public opinion, the Uchiha would likely face immediate jealousy and resentment.

Naraku noticed all of this, but his authority within the clan had yet to be consolidated; though he held the title of Clan Head, he was merely a puppet leader in name. Above Naraku sat two great mountains.

The construction of the Uchiha Administrative Office proceeded rapidly. In the ninja world, many things could be solved with ninjutsu, and given the immense strength of ninjas, moving heavy objects was a breeze.

Within a few days, the Administrative Office was erected. A large stone stood before the entrance, engraved with the Uchiha fan crest, signaling that this was a vital building for the clan.

Naraku sat in the Clan Head's office, feeling somewhat relaxed. The office next door was the Elder's Chamber, where the Great Elder worked.

The Great Elder controlled the clan's funds, totaling two billion ryo. An A-rank mission paid at most one million ryo, while S-rank missions had no ceiling and were not used as a reference.

The Great Elder's funds could finance at least 2,000 A-rank missions.

Of course, that was impossible to do. Serving the clan—did that really require payment? Wasn't that an inherent duty?

Currently, Naraku's capable assistants were limited to Uchiha Yashiro, Uchiha Rettou, and Uchiha Ken—two jonin and one chunin.

"The Administrative Office is built, and we need to establish relevant departments. Departments under the office will be called 'Courts.' Uchiha Ken, the security of the office will be handled by the Guard Court; I leave it to you."

"Our clan has thousands of people. Recruit twenty to thirty clansmen as guards. Within Konoha, no one dares to provoke the Uchiha, so we don't need powerful ninjas. Just recruit enough to set up posts and act as a deterrent. I will have the Great Elder provide you with the funds."

"As for the pay, offer 20,000 to 50,000 ryo per month, calculated based on C-rank or D-rank mission standards. For ten people, that's 200,000 to 500,000 ryo a month. Recruit based on this budget; we don't need elite ninjas for internal security. In Konoha, no one would dare provoke the Uchiha."

After finishing, Naraku continued: "Uchiha Rettou, you are responsible for the Cleaning Court and the Artisan Court. You can recruit ordinary clansmen; these trivial matters don't require ninjas. The pay is 10,000 to 30,000 ryo per month. Remember, recruit ordinary clansmen only!"

"Yashiro, you are in charge of the Administrative Court. The staff will be clerks responsible for collecting mission commissions from clan ninjas and overseeing the orphanages, nursing homes, and similar work."

"This task is busy, and you are meticulous, Yashiro. This work of seeking welfare for our clansmen should be handled by you! The Administrative Court needs to recruit many clerks and financial specialists. You handle the recruitment—up to ten people. They don't necessarily have to be ninjas; ordinary clansmen will do. The pay should also be 20,000 to 50,000 ryo per month."

"Let those ordinary clansmen have a meal to eat, rather than living at our mercy. Our descendants, too, may not all be suited to be ninjas."

Naraku said softly. For all departments, except for the Ninjutsu Court which required elite ninjas, and the Guard Court which required ordinary ninjas, almost no other department needed them.

The site construction for the Administrative Office was fast; all that remained was recruiting personnel.

The Great Elder's original power was being slowly eroded as clansmen came to the Administrative Office to handle mission handovers and financial procedures. Aside from holding the purse strings, his influence was waning, which helped centralize power into the hands of the Administrative Office and the Clan Head.

Initially, Naraku divided the clan affairs into the following departments:

Administrative Court: Manages household registration, registers clan ninja information, collects commissions, provides pensions, manages finances, and oversees other departments, especially the nursing homes, orphanages, and the Ninjutsu Court.

Guard Court: Security department. No need for powerful ninjas; no one in Konoha dares to provoke the Uchiha. Only needs to stand guard at posts.

Cleaning Court: Cleans the streets within the clan and helps clansmen clean their homes when necessary.

Artisan Court: Constructs houses and helps clansmen repair furniture.

Nursing Home: Cares for the elderly who have lost their children.

Orphanage: Cares for orphans who have lost their parents and relatives.

Ninjutsu Court: A place for clan ninjas to learn ninjutsu, including teaching on the use of the Sharingan.

Advisory Court: Composed of the original Uchiha elders, who serve as advisors with the right to suggest and manage certain affairs.

The Administrative Court held the most power and responsibility. Of course, the greater the power, the heavier the burden.

Many departments did not require ninjas, only ordinary clansmen. This also solved employment issues for ordinary clansmen and those with poor ninja aptitude.

The clan's ninjas gradually shifted from handing over commissions at the Great Elder's house to the Administrative Court. As habits slowly changed, the funds were consolidated into the Administrative Office.

The original Uchiha ecosystem had multiple elders holding great power. Each elder was the core figure of their own family, effectively making the Uchiha a collection of multiple clans under the Great Elder's leadership.

In reality, the elders didn't know exactly how many people or ninjas the Uchiha had; they only knew the Uchiha were strong and a clan with a thousand-year legacy.

Now that the Great Elder had clearly ceded power to Uchiha Naraku, the creation of various administrative functions and the comprehensive approach truly drew the elders—who had previously only pushed for a figurehead leader—into the construction of the Administrative Office.

In particular, with the establishment of the Advisory Court, the elders served as advisors to the Clan Head. Their so-called elder authority remained, only now with an elected Clan Head above them.

Uchiha Naraku's various constructions and proposals received the support of the Uchiha elders, allowing the construction and recruitment for the Administrative Office to be completed at a rapid pace.

One month later.

"Yashiro, do we have 853 ninjas of various levels in the Uchiha? A total of 1,231 households and 2,565 people?"

"Yes, Clan Head." Uchiha Yashiro had been extremely busy during this time. The month-long '007' schedule—working from midnight to midnight—had left him exhausted; the term '996' was insufficient to describe his workload.

"If we count three people per household, 1,231 households should be over 3,000 people. But with only 2,565, it is clear there are many elderly people and orphans. Once investigated, make sure to arrange for them to enter the Uchiha orphanage and nursing home. Their relatives were heroes of our Uchiha, and also heroes of Konoha."

"Yes!" Yashiro was thoroughly convinced by Naraku's governance. Many things that were previously neglected were now being handled comprehensively under Naraku's management, leaving no one behind.

Many Uchiha chunin and genin, especially the low-level ninjas who had lost their families, were now being taught ninjutsu, taijutsu, genjutsu, kenjutsu, and shuriken techniques by jonin in the Ninjutsu Court.

The Great Elder and the other elders, seeing Naraku's high execution, were now completely willing to relinquish their power and shine in the Advisory Court of the Administrative Office.

Previously, although they were elders of their own houses, they could only manage the ninjas among their own nephews and descendants. Small factions consisted of only a few families, while the large faction—the Great Elder's—consisted of hundreds.

Since the Great Elder was willing to cede power, the other minor elders did not cling to theirs either. For the glory of the Uchiha, they enthusiastically built up the Administrative Office.
