Background and History

Katsuragi served on his middle-school student council, including a term as president. After entering the school, he became one of Class A’s two representatives, leading a faction opposed to Arisu Sakayanagi’s. His cautious approach attracted loyal supporters, especially Yahiko Totsuka, but left the class divided 27 42 80. Katsuragi wanted to graduate from Class A in part to improve his family’s circumstances 157.

He sought a Student Council position to gain information useful to his class, but Manabu Horikita rejected his application, citing his inability to unite Class A 44 80 94. Katsuragi nevertheless recognized that a Sakayanagi presidency could benefit the class and said he would vote for her, despite his concern about her radical methods 124.

Major Arcs

  • First deserted-island exam — With Sakayanagi absent, Katsuragi hoped to unite the class under his leadership. He mapped likely strongholds, but Class C reached most of them first. He shifted to identifying Class C’s leader and observed Kōenji use a leader card 157 160 161 162.
  • Deal with Ryuen — Katsuragi traded with Ryuen for supplies and information, then bought all 300 points’ worth of supplies to keep Ryuen from selling them to Class B. Ryuen later betrayed Class A during the leader-guessing phase 166 167 223.
  • Loss of leadership — After further poor exam results, Katsuragi disbanded his faction and handed representative authority to Sakayanagi. His class later fell from Class A 287 381.
  • Expulsion vote — Sakayanagi named Katsuragi as an expulsion target. He bought outside praise votes to protect himself, but her actual target was Yahiko, who was expelled. Katsuragi survived with debt and few remaining supporters 383 391 394.
  • Later role — Katsuragi became a member of Sakayanagi’s Student Council and continued working for their class, including managing council duties and tracking Sports Festival scores 639 781 981 1156.

Abilities and Skills

Planning and analysis

  • Identified seven of eight locations he checked as island strongholds, though Class C had reached them first 161.
  • Changed tactics from claiming strongholds to observing Class C’s leader when his original plan failed 162.
  • Suspected that the favored-student exam contained a pattern requiring information from another class, but declined Ryuen’s proposed trade because he could not be sure he would deduce it first 223 224.
  • Deduced when Hashimoto must have planted a phone in a locked classroom during a later exam 903.

Academics

  • Has strong academic performance and demonstrated proficiency in mental calculation, although he was not considered ideally suited to an abacus-calculation event 27 411 412.

Relationships

  • Arisu Sakayanagi — His former rival for class leadership and later Student Council president. He accepts her leadership but objectsed to her use of the expulsion vote against Yahiko 42 781 901.
  • Yahiko Totsuka — His most devoted supporter. Katsuragi continued to argue that Yahiko had strengths and should not have been expelled 42 901.
  • Sho Ryuen — An exam negotiating partner who later betrayed their island deal; Katsuragi remained wary of him 166 223 851.
  • Masayoshi Hashimoto — Initially appeared to join Katsuragi’s faction but was working for Sakayanagi. Katsuragi later identified flaws in Hashimoto’s account of a cheating incident 42 383 903.
