Background / History

Noguchi was the Section Chief of the Metropolitan Police Department's First Investigation Division when Sato Gafeng's subway massacre occurred. Appalled that the suspect was an apparently ordinary, unhealthy office worker with no known violent history, he ordered an immediate investigation into Sato's workplace, associates, and wife, Sato Tomomi. He held primary authority over the case despite a nominal joint investigation with Public Security. 1
